The above programme on issues and problems faced by the RTI users has been recorded this evening, and shall be telecast on PTC News Channel on Monday at 8.30PM. SUBJECT: The Whistle Blowers (Protection in Public Interest Disclosures) Bill, 2006-Request for holding a meeting with our Association. Dear Sir, I understand that the above-mentioned Bill is still pending in the Parliament. I have perused the Bill very carefully, and am of the considered view that this Bill does not meet the aspirations of the Rights Activists. It appears that while drafting this Bill, the problems emanating from implementation of the RTI Act, 2005 have not been taken into account. The following serious short-comings in the pending Bill are apparent from a cursory glance at the Bill:- The punishment envisaged under Section 7 may be relevant for superior officers where the whistle blower is an employee, but in the case of kidnapping or murder of a Rights Activist, such a punishment of sentence would be completely irrelevant, as such sentence shall run concurrently with the sentence of imprisonment that may be otherwise imposed for murder or kidnapping; I would, therefore, request you to discuss the various clauses of the Bill with our Association, on any date and time convenient to you, so that amendments in the Bill may be suggested to make it more effective, or in the alternative, a separate exclusive/ self-contained Bill may be introduced by the Government for protection of the people who blow whistle under the RTI Act for exposing corruption and misuse of powers by senior officers/ powerful persons.
